A composite cluster for the Perm Krai: Prospects for creation and development

Subject The article addresses the structure and key performance indicators of innovative industrial clusters.
Objectives The study aims to develop a scheme of an innovation cluster, underpin its value and performance indicators for the strategy of cluster development.
Methods The methodology of the research relies on the analysis of competitiveness of territories. We review the existing clusters from the point of view of their effectiveness, using the European Cluster Observatory and approaches developed by Russian researchers.
Results The map of clusters of Russia includes a few clusters operating in the sphere of new materials and technologies, where seven of them are composite clusters. Composite materials have a large range of multi-zone applications. We offer a structure of aerospace composite cluster for the Perm Krai. When designing the new cluster, we used our own system of indicators. Based on these indicators, we made quantitative forecasts.
Conclusions and Relevance Based on the existing market demand for composite materials and evaluation of operating conditions of successful industrial and innovative clusters of the Russian Federation, we propose strategic indicators of cluster development up to 2020. The offered approach to cluster formation, as well as the structure and interrelation of indicators of cluster development can be used as a reference model for other cluster structures.
