Importance The article deals with the issues of structural changes and accumulated problems in the urban housing and communal economy.
Objectives The study aims to develop recommendations to improve the efficiency of the housing and communal sector of Vladikavkaz, using the city as a case study, and taking into account limited financial resources and maintaining the social focus of the sector.
Methods For the study, we used the logical, causal, and comparative methods of analysis.
Results The article defines a formula of total synergy effect determination from the integration of housing and communal services enterprises into a holding. As well, we have developed a housing and communal services conceptional structure of Vladikavkaz.
Conclusions and Relevance Integration by type of holding is the most effective tool for improving the efficiency of housing and communal services enterprises. An important positive aspect of such a holding is the possibility of applying forms of public-private partnership, which allows municipalities to directly or indirectly control the holding and participate in its activities.
