Importance Machine and service yard fleet are the most important elements of value chain in agriculture. However, recently, the agricultural tractor production in Russia has decreased significantly. Given the continuing fleet aging, this situation will only aggravate. Objectives The study aims to explore the status and structure of tractor fleet of agricultural organizations, assess future needs for tractors to perform the State program for agriculture development up to 2020, and forecast changes in labor efficiency triggered by an increase in equipment. Methods The study draws on methods of mathematical analysis and simulation, comparative analysis, expert interviews, and financial modeling. Results Based on revealed patterns of resource components interrelation, the relationship between availability of tractors and labor efficiency, and the amount of losses, we forecast the recovery of resource components of agricultural production. Conclusions It is crucial to define the priority drawbar category based on the availability of domestic reserves and developments. To finance the said task, it is possible to use the existing mechanisms, including preferential loans of the Industrial Development Fund, special investment contracts, additional discount to agriculture organizations to purchase new machinery, etc.
