Recommendations for the new President of the Russian Federation on the creation of high-tech economy and appropriate defense

Importance Economic growth and increase defense capability of Russia need to be based on the innovation-driven economy originating from the fifth wave of innovation. Attaining the high technological level will help automate governance and production, increase labor productivity, quality of life and ensure appropriate defense. The current investment and economic crises arise from the obsolete governance model based on export of resources, and stable distrust of investors to governmental institutions. Hence, I scrutinized other governance models, which do not have such drawbacks as the existing one does.
Methods The methodological framework is based on methods of logic and statistical analysis.
Results I analyzed the current situation in the Russian economy and identified bottlenecks impeding the creation of high-tech production. I studied possible sources of investment to move the economy forward and address other issues, increase standards of living, rehab and preserve the natural environment and strengthen the defense.
Conclusions and Relevance To create the innovation-driven economy and ensure the appropriate defense, Russia should abandon the liberal and monetarist model of managing the resource-based economy as it existed in the 1990s, and opt for a new planned market model.
