Informal employment in the labor-surplus region: Approaches to assessing the extent and dynamics

Subject The article discusses the role, characteristics and problems of informal employment development in the economy of the labor-surplus region.
Objectives We aim to conduct a comparative analysis of the formal and informal employment sectors and the criteria for their possible segmentation, and assess the extent of and changes in informal employment in the Republic of Dagestan.
Results The method of assessing the extent of informal employment in the labor-surplus region used in the work, as exemplified by the Republic of Dagestan, shows that the proportion of workers in the informal sector of the economy of the Republic as a whole is two and a half times higher than the average for Russia.
Conclusions Addressing the problems of informal employment and creating new jobs in the formal sector involves reducing administrative barriers and restrictions on access to business, providing legal protection for property, stimulating the construction of new and expanding the existing enterprises and industries.
