Subject This article deals with the issues of innovative orientation of strategies and programs of industrial development of regions considering the formation and development of innovative territorial industrial clusters as one the most important direction in planning the regions' industrial development.
Objectives The article aims to analyze the level of industry development of the Rostov oblast as one of the traditionally developed industrial regions of the country in the context of economic activities.
Methods For the study, we used a systems analysis and synthesis, comparative and statistical analyses.
Results The article defines the main tendencies of the development of industrial potential of the region and shows the problems which hinder the development. The paper presents a complex of measures to encourage the industrial development of the Rostov oblast which would promote development of the oblast's industrial complex.
