Subject The article addresses tourism as a sector contributing to social and economic development.
Objectives The purpose of the study is to find ways to enhance the role of tourism in social and economic development of regions.
Methods To identify existing problems in the tourist services market of Russia and the Republic of Kalmykia, the study employs methods of economic, comparative, and statistical analysis.
Results The paper reveals that Russian approaches to tourism development as a driver of economic growth of regions are mostly of random and fragmentary nature. The results of the research have been introduced into the educational process on the 'Regional Economy' discipline.
Conclusions Under unstable economy, it is important to create complex and interconnected mechanisms to utilize the tourist potential of Russia and enhance the level of social and economic development of regions.
