Subject This article discusses the issues of providing the region with resources necessary for the implementation of the reproduction processes. Objectives The article aims to develop a methodological approach to the comparative estimation of the resource security of the regions, considering the Volga Federal District as a case study. Results The article offers methodological tools that help perform ranking scoring and classify regions by level of various resources security. The article also offers a model of formation of resource security. Its distinctive feature is the need to apply the control effect to transform the resource potential into resource security. Conclusions and Relevance The article concludes on necessity of interaction of power institutional structures, business and society for achievement of general strategic goals of development of the State and regions. The proposed methodology for assessing the level of region's resource security can be used to develop a regional strategy and programs of socio-economic development.
