The chronic scarcity of territorial program regularly leads to the fact that the structure of the financial resources of the municipal establishments of public health is distorted and does not have proper development. In the opinion the author, to solve this problem possible by developing of radically new concept and procedure of the composition of the enumeration of the paid and free resources of social sphere, given to population.
