Modernization of financial instrumentation for reduction of regional disparities

The article analyzes the rating of socio-economic position of subjects of the Russian Federation. On the basis of the calculation of the coefficient of variation assesses the extent of uneven regional development in Russia and quantitative changes in the forecast of key indicators in the allocation of subsidies on equalization of budget sufficiency of the RF subjects in 2013-2014. The author shows for example the South and North Caucasus Federal district a calculation of the degree of smoothing imbalances as a result of application of this instrument as the negative transfer.
