The article analyzes the changes in the banking system, associated with acceleration of movement of financial flows and information, the formation of the global banking system with central banks, credit organizations and international regulatory organization acting as its subjects. The author pays attention to the implementation of the recommendations of the Basel Committee on banking supervision, the issue of the “shadow” banking operations and systemically important banks, as well to an increase of regulation at the national level, including in the Russian Federation. However, the complexity of the banking system must be accompanied by a corresponding increase in regulation and oversight that lead to the creation of a single regulatory body.

Keywords: crisis management, financial stability, Basel committee, credit organization, single regulator, microeconomic tool
