The appearance and development of modern regional banks, as a part of the banking sector, in transition period is accompanied by the appearance of a number of problems which are related with definition of the status, role and place in the reproductive process. For a long time the solution of these issues at the legislative level was ignored, which inevitably leads to appearance and increase of contradictions in regional development.  It creates a situation where there are regional banks without legislative introduction of their status, without regard to their changing role in the reproduction process, without determining the degree of customer orientation of banking products. There is no conception of their further development. Necessity of development of the new concept of a regional bank is a consequence of the general laws of historical development, as domestic banking sector and the banking systems of foreign countries.

Keywords: regional bank, city public bank, customer-oriented, status, concept, development, regional bank
