Fictitious capitalization of banks: problems and possible solutions

In the article taking into the account lessons of financial and economic crisis of 2008-2009 the reasons of inefficient realization are analyzed by the capital of the protective function, schemes of fictitious building of the capital are illustrated. Criterion function of similar actions of banks is designated, and the way of control of the prime causes of the considered phenomenon is offered.
