Banking activities regulation under foreign capital outflow from Russia

Subject The article assesses capital outflow from the Russian banking sector and offers solutions to attract foreign capital to Russian banks.
Objectives The purposes of the study are to analyze the criteria of foreign capital participation in the Russian banking sector and develop mechanisms for attracting foreign investments to Russian banks.
Methods I employ general scientific methods of analysis, synthesis, comparison, as well as economic, econometric and statistical methods to review various aspects of foreign participation in the Russian banking sector and offer possible solutions to the identified problems.
Results The analysis unveiled possible solutions to the capital flight problem. The paper offers methods to improve the banking regulation with regard to licensing certain banking products and services on an exclusive basis; monitoring and calculating the foreign investment quote in the Russian banking sector; approving the transactions involving share acquisition in the authorized capital of Russian banks, and rights thereto.
Conclusions To ensure the participation of foreign capital and retain it in Russian banks, it is necessary to boost competition in the banking sector through creating competitive bank conglomerates on the basis of the private sector with State support, to perfect banking regulation with respect to monitoring and calculating the foreign investment quotes in the Russian banking sector.
