Subject Budget system's sustainability is one of the priorities of fiscal policy and program documents adopted to manage public finance at federal and regional levels. These documents should have a well-defined interpretation of the concept and a strict classification of factors impacting the achievement of declared objectives. Objectives The objectives of the study are to clarify the concept of budget system's sustainability, identify and systematize its determinants, analyze its actual status, and make recommendations that may enable budget balance in the short term and fiscal sustainability over the long term. Methods The study rests on formal logic, analysis, synthesis, induction, deduction, comparison, observation, etc. Results The study defines the concept of budget sustainability, reveals factors impacting the sustainability, formulates problems of achieving the balance and long-term sustainability, provides recommendations that may contribute to budget balance and fiscal sustainability. Conclusions Ensuring the budget system's sustainability derives from another fundamental problem, i.e. achieving the structural balance and sustainability of economy. It is necessary to address issues related to 'structural efficiency' of costs through their restructuring and investing in physical and human capital, and statutory regulation and practical implementation of mechanisms to provide for effective use of each budget ruble.
