Rational combination of the state and market participation in public health services financing

Experience of the organization and public health services financing in the developed foreign countries is studied. It is shown, what by a principle «a golden section». A parity of expenses of the population and budgets close to the formula 0,38:0,62. Its use for definition of financial possibilities of the state on maintenance of the Territorial program of state guarantees of rendering of free medical aid is offered to the population which should be informed on a shortage level of financing and the sizes of necessary payments.
