In the article the main conditions and prospects of development of the bio-energy sector in Russia are revealed and criteria of decision-making on transition to use of safe alternative power sources are discussed. It is noted that for successful development of the specified sector it is insufficiently simple to order process of granting and the address of quotas of pollution, the interstate agreements, allowing to overcome a mutual distrust between the countries.
