Objectives The purpose of the article is the creation of a system of coordination of bodies of regional and local governments with institutional economic agents of innovation infrastructure and industry cluster structures for the creation of an enabling environment and the efficient development of innovative activities. To support a better coordination of interaction, the authors are proposing a system of mechanisms and instruments for the support of scientific and technical programs aimed at creating favorable conditions for the development of innovation.
     Methods The authors suggest that the techniques for creating the leading markets, smart Internet cities, knowledge hubs, virtual institutes, technological platforms, and cluster structures be used. The article also discusses some of the features of the use of the tools in relation to the realities of the Russian economy.
     Results The study found that in the existing programs of innovative development of regions, insufficient attention is paid to the coordination of communication of institutional economic agents of innovation infrastructure with industry and other stakeholders of the cluster structures. This significantly reduces the competitiveness of their products (services, technologies) in domestic and international markets. To fill this gap, the regional and local self-government bodies should actively encourage all participants of open innovation systems to cooperate and coordi-nate their activities through the development of individual activities of modern scientific and technical programs.
     Conclusions and Relevance The authors conclude that to generate innovation and promote it in the market require not only the selection of prospective directions of scientific research and the conduct in the framework of the current scientific and technical programs, but also a system that ensures the effective coordination of all the actors of innovation. The scope of the results could be the activities of regional and local authorities, in order to improve the coordination of interaction of the institutional economic agents of innovation infrastructure with industry cluster structures.
