Applying the cognitive modeling methodology to improve the quality of managing companies' services in the housing and utilities sector

Importance The research investigates activities of managing companies that operate in the housing and utilities sector.
     Objectives The main objective of the research is to study whether it is possible to improve the quality of managing companies' professional activities of managing apartment buildings in line with interests of each economic agent of the housing and utilities sector (municipal authorities, resource providers, private investors, homeowners, tenants, etc.).
     Methods Cognitive modeling is used as the methodological approach to solving the issue. The article describes the methods for building and applying a cognitive map of a challenging situation as part of the managing company's activities. It also outlines possible ways to resolve the situation. Furthermore, we show how verified cognitive maps are generated in terms of sequence. The process pursues interests of each economic agent in the housing and utilities sector, which the managing company interacts with.
     Results
We propose a methodological approach to a structural analysis of the cognitive map of a challenging situation as part of the managing company's operations. We also identify factors that allow for the managing company's intervention pursuing the improvement of its operation. The research considers the effect of factors arising from the external environment on the managing company's operations. We analyze promising areas of using cognitive maps in relation to activities of managing companies and other economic agents, and provide our recommendations on their implementation.
     Conclusions and Relevance
The way cognitive maps are generated in managing companies' activities corroborates the relevance of the proposed methodological approach, since it significantly facilitates the general procedure for interaction of economic agents and identifying considerable factors. Using the approach, it is possible to easily shape a possible spectrum of managerial decisions to improve the quality of work and coordinate interests of all economic agents in any challenging situation. Systematizing the practical application of cognitive maps will be interesting for managing companies' specialists and other economic agents of the sector in order to resolve various complicated issues.
