Developing the system for financial support to culture through public-private partnership

Importance This research focuses on the system for financing the cultural sector. Considering limited budgetary funds, the State should create conditions for developing public-private partnership, social entrepreneurship, charity and arts patronage in culture.
     Objectives The research pursues substantiating the need to form a consolidated system for financing cultural institutions through public-private partnership.
     Methods The methodological framework of the research comprises the principles of the systems approach to studying socio-economic processes that allow identifying substantive features of phenomena and processes in question, determine trends in their development, find reasons for their controversies. Furthermore, we apply such general methods and approaches as scientific abstraction, analysis and synthesis.
     Results The article compares the current level of the State financial support to the cultural sector of the Russian Federation. We substantiate the need to form and develop a consolidated system for financial support to cultural institutions through public-private partnership. The article reveals the main components of this system and reviews the key principles (legislative, economic, organizational) and areas of developing public-private partnership in culture (concession, outsourcing, investment agreements).
     Conclusions and Relevance We conclude that the development of public-private partnership in the social and cultural sector requires the State to adopt a stable economic policy that would encourage private initiatives, relevant and appropriate measures to support public-private partnership. The appropriate cultural environment will be formed as a crucial condition for improving the standard of living in the Russian Federation only when authorities and business effectively cooperate in implementing cultural development programs, improving cultural attractiveness and increasing the quality of services.
