Importance The article describes proposals for modernizing socio-economic aspects of the Russian society, considering ever increasing global competition. I explore issues of sanctions and respective limitations, promotion of the Russian goods and services in global markets, and some specifics of investment in human capital. The research puts special focus on social communications, social confidence, creative self-actualization of citizens, their participation in the State processes, and the role of the State in social development processes.
     Objectives
The research pursues elaborating the most cost effective ways for improving the Russian economic model following the post-industrial order. Tasks of the post-industrial transformation include the need to determine the value of such transformations, its basic subjects and objects, industrial framework for the post-industrial transition.
     Methods
I apply a cross-disciplinary approach. As for the sociological part, I apply concepts of the post-industrial society, while the economic part relies upon neo-constitutionalism provisions. The social and philosophical part of the article features analytical tools of Marxism, logic empiricism, and the Legalist statements reviewed through practical syncretism.
     Results
I identify weaknesses in neo-industrialization concepts, note issues of liberalization, and demonstrate ways of the post-industrial transformation of the Russian society that takes place in accordance with the traditional culture and institutional specifics.
     Conclusions and Relevance
The social transformation mechanisms, as proposed in the article, may boost an inflow of capital into the national economy, restrict capital outflow in critical areas and increase the level of interaction between the State and society coupled with an increase in confidence and trust between citizens and governmental institutions, improve the quality of public services and the level of population's social protection.

Keywords: modernization, neo-industrialization, post-industrialization, liberalization, social capital
