Importance To obtain a complete understanding of the Regulatory Impact Analysis or Regulatory Impact Assessment (RIA) institution and determine prospects of its development, it is reasonable to examine how this institution arose in the post-Soviet area, identify issues of its existence at the current stage and elaborate recommendations on the way to optimize its further implementation in the regulatory policy of the State. Objectives The article pursues analyzing the main approaches to forming the RIA institution in the CIS, identify what impedes this institution's functioning in the CIS and determine prospects of its existence and development in the post-Soviet area. Methods The methodological framework comprises the method of cognition and analysis of the RIA institution throughout the post-Soviet area. We also applied general scientific methods, i.e. historical, logic, comparative methods, analysis, synthesis, deduction and induction. Results A comparative methods helped identify the stages of the RIA institution's origination in the post-Soviet area, obtain understanding of similarities and differences of the current RIA mechanism in the countries under study, and attain other objectives. Conclusions and Relevance Currently, there is a need to include market levers for integrating this institution into the regulatory practices of the State. There should be more attention to alternative solutions and selection of the most appropriate one at the current stage of development and integration of the institution.
