Importance The unfavorable foreign trade and geopolitical situation and the US and EU import ban on certain high-tech products made the State and society face challenging issues of developing domestic production that would substitute imported goods. The underdeveloped regulatory framework does not allow for complete implementation of the industrial policy so to move the import substitution initiative forward. This article describes an approach to the evaluating a localization level of manufacturing electrical products, and experience in applying it to analyze the development of high voltage electrical equipment production in the Russian Federation.
     Objectives The effective legislation fails to provide the single interpretation of such concepts as products of Russian origin and Russian manufacturers, thereby significantly obstructing special-purpose projects for supporting the import substituting production development. It is reasonable to devise and implement precise indicators to formulate criteria for qualifying products and manufacturers as domestic ones.
     Methods The production localization level may be used in this respect since it reflects the degree domestic supplies, raw materials, components and work are used to manufacture ultimate products.
     Results As the findings show, most enterprises significantly depend on foreign products since Russia does not produce some components for electrical products, and imported machines are mostly run in the production process.
     Conclusions and Relevance We formulate our recommendations on the mechanism for identifying the Russian manufacturers in order to provide them preferential conditions, including procurement for State-owned companies.
