Free port of Vladivostok as a tool of investment policies in the region's fishing logistics

Importance The article discusses the use of such a development institution as the Free port of Vladivostok, which can be a tool to increase the investment activity in the region, in general, and in the fishing industry, in particular.
Objectives The paper aims to study the factors determining the effect of the Free port of Vladivostok on the development of logistic infrastructure in the Primorsky Krai; identify the modern economic process patterns; assess the prospects of the public policy instrument.
Methods For the study, I used the traditional methods of scientific analysis, economic and mathematical statistics, feasibility and logical analysis, graphics simulation, etc.
Results I have identified the theoretical aspects of the free port regime practice and examined the benefits and preferences. As well, I have evaluated the changes in the region's fishery logistics during the time of market reforms, and identified the barriers for fishing logistics investment development of the Primorye, unavoidable under the Free port of Vladivostok conditions.
Conclusions The Free port of Vladivostok mode does not solve the tasks of more efficient use of the national transport in order to reorient the interests of fisheries business structures from the external to the internal market. The main result will be associated with the greater integration with global markets and the increased competitiveness of Russian fish exports.
