Competition for an access to energy resources: A technological factor

Importance The research focuses on principal sectoral trends that shape global policies amid escalating competition for energy resources.
Objectives The research analyzes how the global oil and gas sector transforms as governmental get tighter grip over oil and gas resources and global balance of powers changes, thus invigorating national oil and gas companies from emerging economies.
Methods Using a system approach to studying the structure and specifics of oil and gas sector development, I analyzed key trends that shaped the changing nature of competition in the global energy market.
Results The article shows that companies have been vying for advanced technologies of exploration, extraction and processing of hydrocarbons in the global energy market, rather than an access to those resource only. I found principal risks for the Russian energy policy as an access to power engineering technologies and respective issues are coordinated within the confrontational policy.
Conclusions and Relevance Whereas Russia lost its technological independence in a key industry that ensured its energy security and mainly determined the export specialization, the situation created conditions for external political pressure on Russia. To alleviate this pressure, it would be practicable to activate processes of technological advancement in the oil and gas sector and promote an endogenous component of the Russian companies’ participation in the globalization of S&T and innovative development.
