Subject The research discusses the information and methodological framework for managerial decision making in outlining regional innovative development strategies.
Objectives The research pursues the development of the information and methodological framework for the decision-making process in outlining regional innovative development strategies.
Methods The study is based on the methodology for local innovation reproduction. The functional model for innovation reproduction relies upon the IDEF method (ICAM Definiton), which proved to be effective for increasing the labor productivity in the manufacturing sector through computer technology.
Results I analyzed how the innovation management system had evolved in Russia and abroad and showed the international prospect for its development. The article indicates key issues of the information and methodological framework for the managerial decision-making process in the innovative sector of the Russian regions. I present a comprehensive technique for choosing and making managerial decisions in innovation in terms of continuous and efficient reproduction of innovation. The article also suggests creating an information portal on research and innovation, outlines its design, details needed for making managerial decisions on each phase of innovation reproduction.
Conclusions and Relevance If the process-based approach and management by objectives is used to study challenging aspects of managing the regional innovation reproduction through the IDEF method, managerial decision-making processes will be computerized in the regional innovation sector and demonstrate better performance. The findings can be used to prepare and implement research and innovation strategies and programs in the Russian regions, and make informed managerial decisions on the regional innovation policy.
