Importance The article deals with the issues of improvement of the quality of life of population of the Russian regions.
Objectives The article aims to assess the population's quality of life at the regional level and develop the author's approach to the evaluation of the performance of socio-environmental and economic system entities when examining their social dimension through an adjusted human development index.
Methods For the study, I used a systems analysis and synthesis of management decisions, statistical and regression techniques, data convolution, and the best-practice solution method.
Results The article presents the results of my own technique assessment of the state and effectiveness of socio-environmental-economic systems in the Central Federal District, that may help make recommendations for management decisions.
Conclusions The proposed approach includes the advantages of traditional methodologies in the design of integrated indicators, and it also provides an opportunity to take into account the interrelation of social, environmental and economic processes that characterize complex systems.
