Subject This article examines the state-of-the-art of agriculture and agricultural product market of the Russian Federation and the Kemerovo oblast, in particular. Objectives The article aims to define the range of the main problems of industry development and develop measures to improve the conditions of agricultural sector development both at the country level and within a specific region. Methods For the study, we used the methods of logical and statistical analyses. Results The article identifies key factors and major trends in, as well as financial and administrative barriers to the development of the agricultural sector. Conclusions The main problem for the effective development of agriculture is a low level of investment in the industry due to the high risks associated with seasonality of production, climatic and natural conditions. The solutions proposed in the article will allow for the modernization of production in the face of a cash deficit and contribute to an increase in investment flows.
