Methodological approaches to educational services cluster formation

Subject The formation and dynamic development of the modern economy determines the need for highly qualified young professionals, capable to quickly adapt to changes and learn new skills. The study of the higher professional education system enabled to reveal a serious problem of inconsistency of training programs and requirements of employers. To correct the imbalance, it is expedient to create clusters of educational services.
     Objectives The purpose of the article is to develop a methodology to explore the potential of educational cluster formation.
     Methods In the study, we used the methods of regional economy analysis, economic and statistical analysis.
     Results Based on the study, we propose a phased and detailed elaboration of the analysis of potential to form a cluster of educational services, including the analysis of the degree of specialization, for which there are recommended rates of localization and specialization of personnel employment (for the economy sector), involvement in education (for the education sector), and monitoring the current economic state of the complex based on the adaptation of the methodology of economic and statistical analysis in relation to educational service providers. The recommended methodology has been tested within the oil and gas industry of the Krasnoyarsk Territory with respect to the need for creating an educational cluster. We found out that there is a practical need and real opportunities to create a cluster of educational services in the Krasnoyarsk region.
     Conclusions and Relevance The findings and recommendations of the study may be used in solving practical problems in the field of educational services and macroeconomics training courses development in higher schools, and in formation and implementation of the cluster policy in the sphere of educational services by public authorities.
