Subject The article analyzes the key resource factors of regional development, i.e. human capital, labor force, intellectual capacity, and knowledge. It shows the role of education in personnel training for innovation development of regions and formulates reasons for deterioration of the quality of education in Russia. Objectives The aim is to establish a relationship between the quality of education and the status of staffing in regions and develop recommendations to ensure progressive changes in regional innovation subsystems, primarily, in human resources and education. Methods I employ general scientific methods of empirical generalization, statistical and spreadsheet analyses to evaluate labor, population, the state of economically active population, staffing and educational sub-systems of regions within the Central Federal District. Results The findings demonstrate the need to reform the system of education, stir-up resources of economic activity, human capital and labor in particular, paying special attention to the quality of education, innovation development, accumulation, application and transfer of knowledge. Conclusions and Relevance The available labor potential of regions does not meet modern requirements of innovative development. The findings were approved by General and Strategic Management Department of the Russian Presidential Academy of National Economy and Public Administration to be used for working out tactical and strategic measures to develop innovative educational and HR subsystems.
