In connection with change of operating conditions of vocational training there is actual a problem of definition of a suitable methodological basis for market surveillance of educational services. In article the concept educational service is specified, the concept of the market of educational services is systematized, the model of market of educational services is worked out. The conclusion that the market of educational services has the institutional nature that will allow to use further the methodological device of institutional economy for the analysis of features of its formation and development is done.
