The authors of the proposed technology assessment of the socio-economic efficiency of investment projects and programmes on the basis of the analysis and valuation of risks. Environmental pollution has reached such proportions that it is necessary to compare the benefits received the society of the introduction and use of each new technogenically dangerous object with the damage will be caused to human health, life and environment of its habitats.
