Investing and innovation development: main challenges and limitations (the Vladimir region case study)

Importance Modern trends in the domestic economy and changes occurring in it necessitate improving methodological approaches for the evaluation of innovative development at the regional level. A better understanding of the nature of such development can be achieved, when evaluating not only the potential of territory, but also the factors constraining an innovation development of a region.
     Objectives The research aims to identify the main factors, which constrain an innovation development at the regional level (the Vladimir region case). While researching, we used the methods of correlation and regression analyses. Informational and methodological procedures of the study included normative and policy documents of the Vladimir region, materials of the Federal State Statistics Service, as well as papers of domestic and foreign researchers in the field of the evaluation of innovative development.
     Methods The paper offers an analysis of the key problems, which hinder the sustainable and task-oriented development of a regional economic system in transition to an innovative economy, and it also identifies their solutions.
     Results The findings can be used when evaluating an innovative development of the region's economy, and it enables to identify the most important directions for the creation of favorable environment for such development, which facilitates the efficiency of management activity in the field of economic policy at the regional level.
     Conclusions and Relevance Research shows that the most significant problems, which hinder an innovation development at the regional level include insufficient availability of financial and credit resources, increased economic and investment risks, shortage of qualified staff, as well as underdevelopment of innovation infrastructure and the lack of methodological basis, requiring to determine the economic effects of intellectual property.
