Tariff policy of the transportation industry as a factor of socio-economic development of the Kamchatka Krai

Importance The low level of socio-economic development of the Kamchatka Krai hinders the implementation of its mission as an outpost of economic security in the Asia-Pacific Rim. Therefore, improving the tariff policy of the region and enhancing the efficiency of its economy is vital.
     Objectives The objective is to identify areas of concern in the tariff policy of the sea freight.
     Methods I apply a comparative analysis to review statistical and accounting data of the tariff policy of the Kamchatka Krai, and to compare it with the average level in Russia.
     Results I identified a bunch of the tariff policy components, including port charge rates and the cost of container delivery by rail and by sea, which are the most significant. I analyzed the tariff policy of the Kamchatka Krai, and compared it with the average Russian level. Samplings of food and nonfood products helped assess the level of prices in Russia and its regions, including the Kamchatka Krai. The study presents the compared cost of containerized cargo delivery from China to the Kamchatka Krai and other Russian regions, and port charge rates in Petropavlovsk-Kamchatsky and in other ports.
     Conclusions The ratio of transport tariffs in the structure of imported product's ultimate price is high. This problem stems from the poor condition of the transportation complex of the entire area, and adversely affects the socio-economic development. As a possible solution, I propose to renew the vessel fleet, use multimodal transportation by one logistics operator, and perfect the tariff policy.
