Importance Under the formation of a new innovation-driven type of economy, innovative development becomes a fundamental development factor of the entire Russian economy. The article considers innovative development within the framework of industrial sector of the Nizhny Novgorod oblast being one of the key regions of the Russian Federation. Objectives The aim of the study is to test the economic condition of the industrial sector of the Nizhny Novgorod oblast by aggregating the financial statements data presented by industrial enterprises of the region (forms no. 1–6) and official data of the Federal State Statistics Service, and to build indexes of innovative development of industrial enterprises and economic activities. Methods The study employs methods of statistical analysis, methodological principles of systems approach that imply a holistic view of the investigated problem. Results The results of the diagnostics are presented in the form of indexes of innovative development of the entire region's industry and specific industrial enterprises. These results are obtained based on our own method of calculating the index of innovative development by blocks of indicators of investment appeal, innovation-oriented financial component and innovative performance, and innovative activity of the industrial sector. Conclusions The industrial sector of the Nizhny Novgorod oblast has a number of challenges and factors constraining the innovative development, namely a large share of self-financing of technological innovation. The findings highlight the priority areas for further innovative development of the oblast.
