Verification of validity and reliability of methodology for assessing the socio-economic effectiveness of the tourism and recreation sector in the region
Subject The article considers the methods to assess socio-economic efficiency of tourism activities. Objectives We analyze the reasonableness and feasibility of methods for assessing the socio-economic effectiveness of tourism and recreation services in the region, verify the reliability of obtained results and feasibility of using it in the cross-regional studies. Methods The study draws on comparative analysis and analogy. The statistics of Rosstat served as information base. It characterizes tourism and recreation services of the Irkutsk Oblast and the Republic of Buryatia for 2004–2016. Results The study proves that it is advisable to use relative and integrated indicators to obtain objective evaluation of the condition and development of the tourism and recreation sector. Comparing the results of methods for assessing the socio-economic efficiency of tourism and recreation services in the region from the perspective of three series of studies (2012, 2014 and 2018), using the Irkutsk Oblast and the Republic of Buryatia cases enabled to justify their validity and feasibility for comparative regional studies in the tourism and recreation sphere. Conclusions The paper demonstrates practicality of methods for assessing the socio-economic efficiency of the region's tourism and recreation services, reliability of obtained results. The methodology may be useful in strategic planning for tourism development in regions, and serve as a basis for further guidance in the management of tourism and recreation sector at national and regional levels.
