Subject. The article addresses the process of forming the composition of participants in the export-oriented innovation network. Objectives. I focus on developing and testing a conceptual approach to the formation of an export-oriented innovation network in the field of high technologies. Methods. The study rests on the works by A. Marshall on centripetal and centrifugal forces that arise in the environment of interaction between various economic actors. I also use methods of multivariate statistical analysis and stochastic modeling of factor systems. The data of the World Trade Organization, the World Bank, and the official websites of organizations in the field of creating intelligent transport systems serve as the information basis for analytical procedures. Results. I developed a conceptual approach to the selection of participants in the export-oriented innovation network, based on the dynamic differentiation of their composition, depending on the propensity to carry out either innovation or production activities. I obtained the testing results of the developed approach, using the conditions of functioning of forty Russian enterprises and organizations involved in the creation of intelligent vehicles. Conclusions. The testing results confirmed the hypothesis about the differentiation of the composition of participants in the innovation network based on the aptitude for either innovative or production activities, and demonstrated the possibility of using the developed approach in relation to solving the problems of designing export-oriented network structures with different industry and technological specializations.
