Importance As part of the research, we analyze the current trends in cluster structures' consumption of human capital during modernization of the Russian economy and relevant changes.
     Objectives The research determines how cluster structures influence the efficiency of human capital use. Clusters shall mean a combination of entities, suppliers of equipment, components, specialized production and maintenance services, R&D and educational institutions, which are geographically and functionally related in production and sale of goods and services.
     Methods We applied methods of theoretical and empirical study to reach the above objective.
     Results We determined specifics that influence the growth in efficiency of human capital use in clusters, identified and described indicators of these processes.
     Conclusions and Relevance The importance of clustering grows in the Russian economy, especially considering an increase in inner regional disparities, zero access of some regions and areas to innovation resources, and shortage of such innovation resources. As the industrially developed regions prove, clustering lays the basis for generating a synergistic effect, since it accumulates various resources, including human capital, several leading cities located within clusters.
