Importance Crises dictate the formation of specialized regional institutions for developing the regional economy. Development institutions shall mean special institutional and business forms, which boost the evolutionary process, adjust institutional indicators of the process (legislative regulation, traditions, standards, contracts, forms of economic behavior, etc.). Such institutions will improve the economic situation both in the region and the country as a whole. Objectives The research pursues identifying the specifics of regions' investment development and importance of developing regional institutions as one of the mechanisms for investment and innovative modernization of economy. Methods We applied methods of comparative analysis and systematization. Results The research constitutes a comprehensive overview of the investment environment in the regions of the Southern Federal District for a four-year period. We found development difficulties relating to investment and reviewed the need to integrate development institutions as mechanisms for boosting economic, investment and innovative growth of the region. Conclusions and Relevance To recover and stimulate the region's economic development, its investment and innovation environment, it is necessary to establish development institutions, thereby helping overcome the protracted crisis and ineffective economic development.
