Importance As the scientific and technological progress accelerates, it gets even more important to address Russia's technological lagging behind global industrially developed nations. Objectives The research analyzes the current state of Russia's manufacturing sector and State programs, which are designated to improve it in line with imperatives of global scientific and technological progress. Methods Using a systems analysis and extensive theoretical and statistical material, we identified challenges and weaknesses of financial support to the development of the Russian manufacturing sector, assessed the effectiveness of State programs of the Russian Federation. Results We found the main challenging aspects of financial support to the State programs Developing the Industry and Improvement of Its Competitiveness and The Development of Science and Technologies. Conclusions and Relevance To switch the Russian economy to a new technological mode, it is necessary to increase the financial support to applied and specific researches up to the level of developed nations. The State programs should be adjusted to balance baseline segments of the national economy and breakthrough innovation technologies. The findings can prove useful for the Government of the Russian Federation in drafting federal programs for developing the domestic manufacturing sector and earmarking funds.
