Importance The article deals with the issues of preserving and incrementing labor resources regionally and federally. Objectives The research identifies trends and prospects for developing labor resources of the Chelyabinsk oblast through an analysis of statistical data for 2010–2014. I also systematize and analyze officially released data for the recent five years on the number and level of economically active population, working age and non-working age population in the Chelyabinsk oblast and the Russian Federation. The article indicates common and specific trends in the above categories and provides a forecast of their number for 2015–2017. Methods The research combines methods of economic and statistical analysis (horizontal, vertical, index) and methods of analysis, synthesis and forecasting of economic information. Results Trends in the labor resources of the Chelyabinsk oblast was found to correlate with general trends of the Russian Federation in terms of the number and level of labor resources. I verified the statement that employable population of the Chelyabinsk oblast and Russia would have to face a higher economic burden by 2017. Conclusions and Relevance As per various forecasts of socio-economic development in Russia and the Chelyabinsk oblast, the number of labor resources will have fallen by 2017, thus leading to higher social tensions in the country and region. The findings may be used to forecast the socio-economic development of the Chelyabinsk oblast for the 2016–2018 period.
