Intergovernmental relations in the context of economic development challenges and growing budgetary risks in the constituent entities of the Russian Federation

Importance It is very opportune to study issues of improving the system for intergovernmental relations, considering the growing budgetary risk, since the system plays a significant role in socio-economic regulation and sustainable development of the constituent entities of the Russian Federation.
Objectives The research identifies areas for improving intergovernmental relations that seem the most promising in terms of possible reduction in budgetary risks and the effect of positive dynamics of socio-economic development indicators in the constituent entities of the Russian Federation.
Methods Studying the evolution, regulation and practices of intergovernmental relations, we used methods of formal logic, i.e. analysis, synthesis, induction, deduction, comparison, etc., and methods of dialectical logic, i.e. moving from the abstraction to the specifics, historical and logic unity.
Results We identified the key difficulties in, and constraints of regulation and practices of implementing forms and methods of intergovernmental relationships in terms of their effect on the state of budgetary sustainability, and parameters reflecting how the constituent entities of the Russian Federation develop.
Conclusions and Relevance As debt burden of the constituent entities of the Russian Federation rapidly accelerates, regional budgets get strongly dependent on subsidies and multiple transfers. The article names what activities may help reduce budgetary risks and ensure the sustainable economic situation. The findings of the research may prove helpful for financial and other executive bodies.
