Financial instruments of assessment quality control of main managers of funds of budgets of subjects of the Russian Federation

In the article it is noted that process of decentralization of the power, being accompanied strengthening of political responsibility of heads of regions and municipalities for the end results of their work on development of territories, got recently still a big urgency. By means of statistical and economic tools elements of the budgetary process are analyzed, the most effective control systems, monitoring and an assessment of quality of financial management by the main managers of the budgetary funds, applied by subjects of the Russian Federation are defined
     The conclusion that now there is no uniform assessment of a set of the financial instruments applied by subjects of the Russian Federation to motivation of regional public authorities and local governments, the main managers of budgetary funds of Federation subjects on increase of efficiency of the budgetary expenses and the activity as a whole is drawn.
