Digitalization of budget relations between the Union State of Russia and Belarus

Subject Considering the fiscal relations of Russia and Belarus, the article addresses possible integration of existing technological solutions and distributed ledger technology for creating a digital platform for the Union State budget of Russia and Belarus.
Objectives The aim is to identify prospects for introduction of innovative algorithm-driven solutions based on distributed ledger technology to improve fiscal relations of the Union State.
Methods We employ dialectical methods, methods of systems analysis, general scientific methods. The analysis of actual data rests on methods of grouping, sampling, comparison and generalization. To systematize the data obtained, we use methods of retrospective, current and perspective analysis and synthesis of theoretical and practical material.
Results We offer the architecture of the Digital Budget of the Union State platform. The specific feature of our solution is the use of distributed ledger technology as a transactional base of the system. We propose to consider the artificial intelligence, big data and Internet of things as additional financial management tools within the digital platform. At the same time, we propose to treat the technological solution as an international algorithm-driven institution, an example of a qualitatively new form of organization of financial relations, where a programme code will enable coordinated actions.
Conclusions We prove the expediency of using modern financial technologies to improve fiscal relations of the Union State, and recommend a number of initiatives.
