Subject The article is devoted to the creation of an effective system of interaction between the State and the business in the context of globalization and digital economy. This system is represented by compliance in the field of tendering and procurement. Objectives The aims of the study are to reveal the essence of compliance in tendering and procurement, to analyze the resulting risks, and to consider the effectiveness of the State policy. Methods The study employs methods of analysis and synthesis of scientific articles on the topics of compliance in the field of tendering and procurement. Results The paper describes the essence of compliance in tendering and procurement, reviews and classifies risks inherent in procurement activities. I consider the historical aspect, which defines compliance as a pre-existing form of control in the field of tendering and procurement. Conclusions and Relevance Tendering and procurement are the area of interaction between the State and the business. Therefore, the development and implementation of compliance is relevant for both the public and the private sector. The paper describes the role and place of compliance in tendering and procurement in the economy and its impact on the effectiveness of the State policy. Thanks to the new controlling methods, the national economy began to develop rapidly.
