Subject. The article studies the experience of interaction between banks and local governments in the preparation of amendments to the banking legislation of the Russian Empire on banks, and searches for opportunities to apply it in modern conditions. Objectives. The aim is to explore the historical aspect of city banks’ activities, stages of preparation for adoption of banking laws, interaction of central government bodies and management with the general public, local governments, and to search for possible approaches to their implementation in the existing practice. Methods. The study draws on methods of historical research and logical analysis. Results. Based on understudied archival materials, I systematized circumstances and stages of introducing amendments to the legislation, summarized the experience of interaction with local governments in the preparation of draft laws, which can be useful in modern conditions. Conclusions. The paper not only studies the evolution of credit relations, but also reveals previously unknown evidence of their active policy aimed at defending the interests of city banks, which can be used under current conditions to involve local governments in the process of adopting amendments to or new versions of laws and regulations, which can complement the existing practice of interaction between the Bank of Russia and regional banks.
