Modern progress in science and technology is impossible without the intellectual product as a result of innovational activities. Federal Government of Germany directly links the competitive ability of economy and country's well being with the progress in education, science and scientific research and test construction, and the central role in this process is taken by high-tech industries. Scientific research and innovational activities are perform by both state and private organisations.
