The paper analyzes the weaknesses of the current system of roads designing. The author shows on the examples of real investment projects that non-linear networks development need a concerted, for different objects, correction of decisions taken at the pre-project stage. He suggests a new structure of the design stage to produce consistent network solutions and offers the principles of formation of branch priorities.
