The paper reveals the thesis that cluster approaches to development of innovations which are chosen as key in modern Russia, has no sufficient conceptual bases. The geneses of these bases are in the history of the formation of national and technological innovation systems. The Russian cluster innovation policy tries to realize the methodological potential saved from the soviet past but this is not sufficient to provide competitiveness in modern economy.
