Evolution of the system of performance indicators of state support measures for innovation: the case of the Skolkovo Innovation Center

The Russian President Vladimir V. Putin made a call for the serious audit of the Russian institutions of the innova-tion development as well as the consequent evaluation of their effectiveness and efficiency, which serve as an im-portant signal to all participants of the national innovation system to take a fresh look at the methods of evaluating progress of the national economy modernization. The article examines the methods of evaluation of the state support measures of the innovation development of enterprises. The main objective of this article is to compile typologies of performance indicators of the state support and the study of the evolution of these indicators system using a specific example. The author conducts a review and analyzes the main works of the domestic and foreign researchers on the issues of the assessment of an impact of the state support on innovation development. The paper provides the assessment methodology of performance and building of typology of the indicators of performance based on the study of the case of one of the Russian development institutions - the Skolkovo Innovation Center. The results of an analysis enable to make some conclusions and recommendations for further improvement of the Skolkovo Innovation Center's performance indicators, which must be considered for further implementation in other development institutions. The author points out that the demand for the applied research, i.e. their commercialization should be measured not only at the national level, but also at the level of an export production to determine the extent of innovations actors in the global value chains. The paper proposes another criterion for the performance measurement of the innovation support of the measures in the form of the quantitative analysis of projects. The large Russian and foreign companies successfully implement these products and solutions.
